Ministry of Justice and Hospital Agostinho Neto sign a protocol for the implementation of the National Social Reintegration Plan

The Ministry of Justice, through the General Directorate of Prison Services and Social Reintegration (DGSPRS), signed on the morning of this Monday, August 22, a Cooperation Protocol with the Agostinho Neto University Hospital (HAN).

The Ministry of Justice, through the General Directorate of Prison Services and Social Reintegration (DGSPRS), signed on the morning of this Monday, August 22, a Cooperation Protocol with the Agostinho Neto University Hospital (HAN).

The purpose of this protocol is to implement the National Social Reintegration Plan (PNRS) and the Recovery Program + in all municipalities in the country, ensuring that the mechanisms for the reception and reintegration of ex-prisoners, students of legal age and those sentenced to alternative sentences to imprisonment are operational and that ample conditions are guaranteed for the execution of measures and sentences applied as an alternative to imprisonment.

In this sense, the National Social Reintegration Plan 2019-2021 (1st Phase), approved through Resolution no. corresponding to 2022-2026 (2nd phase), it reinforces knowledge about the recent evolution and trends of the inmate population, about the living conditions, the symptomatology of this, the incidence of indiscipline and violence, the connection of inmates with the family and the community, expectations regarding reception by the family and the community, but above all the determinants of recidivism.

The PNRS predicts that in 2026 the Cape Verdean prison system will fulfill the “correctional” mission, contributing to social peace, in a humanized way, in line with international standards and best practices.

Likewise, it seeks to ensure an adequate connection between inmates and their families, the community of origin and society, as well as to promote their well-being and the full enjoyment of their rights.

In addition, the signed protocol aims to make the most of the time spent in prison, using specialized rehabilitation programs and educational plans and professional training that prepare them for productive insertion, citizenship and successful social reintegration.
